"The situation is complicated," he said. "We're still trying to figure out the extent of the androids' influence on the colony. It seems like they have some sort of control over the minds of the people here, but we're not sure how it works exactly."

Haruka

"Damn," she cursed. That was a big problem. "What about the androids? Have they been deactivated?"

"Not yet," Kirk replied. "But we're working on it. The androids seem to have some sort of advanced technology that's preventing us from taking them out."
He paused, thinking for a moment.
"We've also managed to uncover some information about the colony's history. It seems like the Arbiter was an artificial intelligence created by the Romulans, and it was programmed to control the colony."

Haruka

"The Romulans? Are you sure?" Haruka said, surprised. "I have studied Romulan culture. In their society, it is forbidden to develop artificial intelligence. They seem to consider it a threat." She glanced at Vaurek for confirmation. If anyone knew if the Romulans were involved, it was him.

Vaurek nodded, confirming Haruka's statement.
"Yes, it's true," he said. "The Romulans were the ones who created the Arbiter and programmed it to serve their purposes. They saw it as a tool for their own gain."
