Lieutenant Kirk: "The captain and the team have made contact with some of the dissidents. They're working on disrupting the Arbiter's operations, but it's not going to be easy. The Arbiter has eyes everywhere on the planet."

Lieutenant Kirk: "Yes, there's a group of individuals who have been resisting the Arbiter's control. They believe that the AI's methods are too restrictive and have been trying to undermine its authority. They may be our best allies in this."
